Recognition of Credentials and Quality Assurance

There are two national bodies that deal with the recognition of diplomas and degrees in the Russian Federation. 

  • The Ministry for General and Professional Education is responsible for the recognition of higher professional education diplomas and degrees.
  • The Supreme Certifying Committee is in charge for the recognition of doctoral degrees. 
An applicant must submit the following documents to the Ministry of General and Professional Education for the recognition of the diploma and degree obtained abroad: 
  • an application
  • an education certificate
  • a supplement to the certificate, if any. 
All the documents must be accompanied by certified translations into Russian. 
The recognition of doctoral degrees obtained overseas is taken on by the Supreme Certifying Committee. The following documents must be submitted to the Supreme Certifying Committee:
  • an application by the head of the organization-employer
  • the personal record of the applicant's work and research activities
  • a copy of the higher education diploma
  • a list of publications; 
  • a copy of the foreign doctoral diploma. 
All documents must be translated into Russian.

Quality Assurance

The quality assurance mechanism includes: 
  • the state educational standard, 
  • licensing, 
  • state accreditation, 
  • state final attestation.

The State Educational Standard

The State educational standard is a defined set of nationally recognized prerequisites put by the State. It decides on the curricula, the structure, coursework assigned to students.

Licensing

Licensing is a procedure where an educational institution is granted the right to execute the educational course in relevant areas of study, i.e. specialities and at corresponding stages of education. 

State Accreditation

State accreditation is the formal acknowledgement of the status of an educational establishment by the State. It grants the educational institution the right to award nationally recognized certificates of the state format certifying the successful completion of an educational programme. State accreditation is relevant both to state educational establishments and to private institutions. State accreditation of non-university level higher education establishments is conducted by the state managerial bodies of the constituent parts of the Russian Federation while the State accreditation of university level higher education institutions is conducted by the Ministry for General and Professional Education. The accreditation procedure is managed by a number of state agencies, such as the Federal Service of Supervision in Education and Science, the Guild of Experts, the Accreditation Board and the National Accreditation Agency of the Russian Federation (NAA).

The State Final Attestation

The State final attestation is a special procedure aimed at the assessment of the knowledge and skills of graduates. The process is applicable to those educational establishments that have gone through the State accreditation. The State final attestation takes place before the State Attestation Commission that has been set up by the rector of the higher education establishment concerned.

Accreditation and Quality Assurance Bodies

Federal Service for Supervision in Education and Science 

 Federal Service for Supervision in Education and Science is a central body which carries out 
  • control and management over a legislative execution in education
  • quality control in educational institutions independently and in concert with state regulatory bodies of education of the constituent parties of the Russian Federation
  • licensing, certification and state accreditation of educational foundations and their branches.

National Accreditation Agency of the Russian Federation (NAA)

National Accreditation Agency of the Russian Federation (NAA) aims at ensuring the external quality assurance of education and promoting the recognition of learning outcomes in the Russian educational institutions at the national and international level.

Ministry of Education and Science

The Ministry of Education and Science is the only federal body responsible for implementing state policy and legal regulation at all levels of education and in all kind of institutions. 

Recognition of Foreign Qualifications

Higher Attestation Commission

The Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation (Russian Ministry at WAC) was set up in order to ensure uniform state policy in the field of state certification of scientific and pedagogical workers. It is entitled to make an evaluation of any foreign doctoral degree and draft recognition decision, which is taken by the Ministry of education and science.

National Information Center on Academic Recognition and Mobility

The National Information Center on Academic Recognition and Mobility, Ministry of Education and Science is responsible for the providing information on Russian education and qualifications. It is responsible for data gathering and analysis to provide recognition of qualifications.
